Statement by the Non-Commercial Users Constituency (NCUC) on ICANN Proposal to Include "Morality" as Criteria for Domain Names and Create a Broad Objection and Rejection Process to Domain Names. Proposal would infringe free expression, chill innovation, and create new rights over domain names that supplant existing rights of Internet users.
